SEN Focus Group Officially Launches "Hong Kong Inclusive Cultural Tourism Assessment Project"
Stop 3: Hong Kong Island Harbourfront
Following the joint establishment of the SEN Focus Group by GBA Micee and MICEE Tours, we officially launched the "Hong Kong Inclusive Cultural Tourism Assessment Project" at the end of October. Based on the United Nations Sustainable Development Goals (SDGs), we continue to assess attractions listed by the Hong Kong Tourism Board that have received the UNESCO Asia-Pacific Awards for Cultural Heritage Conservation. The project aims to allow persons with special educational needs (SEN) to understand the accessibility facilities and visitor experience friendliness of these attractions through firsthand experience, and to advocate for and raise awareness about tourism equality for the SEN community.
This was a small-scale test led by our Accessible Tourism Experience Officer, Cathy Tang Tik Man, from the SEN Focus Group, conducted on November 9, 2025. The test location was the harbourfront area on Hong Kong Island, from North Point to Central. Cathy assessed the environment of the attractions and nearby sites such as the Golden Bauhinia Square. The conditions of each harbourfront park varied, with some uneven paths.

Introduction to Hong Kong Island Harbourfront
In recent years, the revitalized harbourfront spaces along the northern shore of Hong Kong Island have been gradually connected to form a continuous promenade stretching from North Point to Central. This links several harbourfront parks with different themes, collectively forming a multifunctional and open Hong Kong Island Harbourfront Promenade. The overall planning focuses on proximity to Victoria Harbour, shared spaces, and enhancing the walking experience, catering to diverse uses such as strolling, running, family recreation, pet activities, and cultural events. This allows both residents and tourists to enjoy the scenery on both sides of Victoria Harbour at a relaxed pace.
The harbourfront parks in the North Point area (including North Point Harbourfront Garden and the East Coast Park Theme Zone) mainly feature promenades, lawns, and viewing spaces. They are equipped with jogging tracks, cycling/balance bike activity areas, and pet-friendly facilities, making them popular spots for local residents to walk, run, and exercise their pets, while also offering distant views of the Hong Kong Island and Kowloon skylines.
Moving west to Wan Chai Harbourfront Park, the environment emphasizes family and leisure elements, combining large lawns, children's playgrounds, local art installations, and "water sports and recreation" facilities. Visitors can ride pedal boats, stroll along the waterfront, or enjoy the sunset at dusk.
Adjacent to Wan Chai Harbourfront Park is the Wan Chai Temporary Harbourfront Park/Garden area. Although temporary in nature, it has become a common space for the public to enjoy views and take a break. It features simple and practical resting facilities such as benches, lawns, and themed installations. The nearby Convention and Exhibition Centre and ferry pier traffic also make this area a midway point for events, photo opportunities, and short breaks, convenient for office workers, tourists, and runners to connect different harbourfront sections.
Arriving at Central Harbourfront Park, it is known for its expansive lawns and waterfront walkways, frequently used for large-scale events, carnivals, and performances. On regular days, it is suitable for picnics, kite flying, and family leisure. This section also connects to the Central Ferry Piers, the Observation Wheel, and the Tamar/Admiralty harbourfront, creating a strong contrast between the "urban core × harbourfront greenery." This allows people to quickly move from the financial district to the waterfront, enjoying a slower-paced public space.
