Inclusive Cultural Tourism Goes Global: Legislative Council Symposium Charts Blueprint for Elevating Hong Kong's Local Festivals

On the afternoon of December 30, 2025, the Legislative Council Building's 5th-floor Activity Room B hosted a vibrant cross-sector dialogue focusing on the future of Hong Kong's cultural tourism. Jointly organized by the Office of Legislative Council Member Mr. Holden Li and the Greater Bay Area Research Institute for Study Travel (GBA Micee), and co-organized by the offices of Legislative Council Members Mr. Johnny Hon, Mr. Tik Chi-yuen, Mr. Johnny Ng, Mr. Lam Chun-sing, and Ms. Kwok Ling Lai, the "Hello Hong Kong Inclusive Cultural Tourism Symposium" brought together 65 representatives from political, academic, business, social welfare, and youth sectors. Themed "Promoting Equality in Cultural Tourism and Elevating Hong Kong's Distinctive Local Festivals into World-class Events," the symposium saw participants explore how to deeply embed "inclusion" into the fabric of cultural tourism as the seventh-term Legislative Council nears its end, aiming to transform local characteristics into sustainable global attractions.
Opening Remarks: Inclusion as a Measure of a Civilized Society, Cultural Tourism Equality Begins with "Assessment"



The symposium was chaired by Legislative Council Member Ms. Kwok Ling Lai. Mr. Edward Cheuk, Executive Director of the Greater Bay Area Research Institute for Study Travel (GBA Micee), introduced the "Hong Kong Inclusive Cultural Tourism Assessment Project" to attendees. Framed within the United Nations Sustainable Development Goals (SDGs), particularly aligning with Goal 4 (Quality Education), Goal 8 (Decent Work and Economic Growth), Goal 10 (Reduced Inequalities), and Goal 11 (Sustainable Cities and Communities), the project seeks to build an authoritative guide for groups like persons with Special Educational Needs (SEN) and wheelchair users. Mr. Cheuk emphasized, "Cultural tourism equality is a crucial measure of a civilized society. Assessment is not nitpicking scrutiny but a warm nudge forward; promotion is not calculated marketing but genuine sharing." The project aims to encourage site improvements in accessibility through constructive oversight and positive incentives.
Several Legislative Council members then expressed support from various perspectives. Mr. Holden Li, BBS, JP, who serves as a Hong Kong member of the National Committee of the Chinese People's Political Consultative Conference and Vice Chairman of the Liberal Party, shared his experience as a licensed tour guide. He pledged to actively integrate inclusive cultural tourism elements into future itineraries, allowing visitors to experience Hong Kong's warmth of inclusion. Mr. Johnny Ng, MH, JP, with deep roots in the tech sector, proposed an innovative approach, stating his intent to infuse the concept of inclusive cultural tourism into students' AI and technology learning, utilizing digitalization, virtual reality, and other new media to broaden the reach of inclusion. Mr. Lam Chun-sing, representing the labour sector, committed to bringing the discussion outcomes into communities, enabling grassroots labour families to become both narrators and beneficiaries of "Hong Kong's cultural tourism story."
Project Highlights: From Hakka Cuisine to Intangible Cultural Heritage Paper-cutting, The International Potential of Local Resources







The middle segment of the symposium showcased a series of concrete cases highlighting Hong Kong's rich local cultural heritage and its potential for internationalization. Ms. Tsui Yuen, Project Manager of the Chinese University of Hong Kong Business School's Rural Conservation Project, used the upcoming "Kat O Hakka Food Carnival" scheduled for May 2026 as an example. She illustrated how traditional food culture from a remote outlying island could be transformed into an attractive in-depth cultural tourism product through festival activity design and storytelling video dissemination. Subsequently, Mr. Yau Kin Ming, representative of the SEN Focus Group and External President of the Hong Kong China Wheelchair Curling Association, shared personal experiences via field test videos. He stated plainly that the meticulousness of accessibility facilities directly affects whether special groups dare to travel and can fully enjoy themselves, urging the industry to make improvements from the user's perspective.
Ms. Leung Fung Wah, District Governor of Lions Clubs International District 303 – China & Macau, presented the case of the "70 Years of Lion Service in Hong Kong and Macau" celebration. Ms. Che Miu Ngor, President of the Tai Ping Shan Lions Club, detailed how landmarks like the Ming Ren Pavilion on Victoria Peak and the Man Sau Pavilion in Repulse Bay Park could carry the history of charitable service and be transformed into cultural tourism nodes conveying the "spirit of service." Ms. Wu King Ching, Standing President of Hong Kong Traditional Skills Expansion (Charity) Company Limited, showcased the "Paper · Fate" Intangible Cultural Heritage Paper-cutting Art Exhibition. She pointed out that traditional crafts must integrate modern exhibition techniques and educational promotion to attract new generations and even international tourists.
Summit Dialogue: Cross-sector Collaboration and "Tourism+" Thinking, The Key Lies in Sustainable Mechanisms







The concluding dialogue session was moderated by Councilor Kwok Ling Lai, with guests including Professor Zhang Qin, President of the Hong Kong UNESCO Association; Ms. Chan Sze Wa, Youth Affairs Coordinator; Mr. Chow Ho Wan, President of the HKU SPACE Alumni Association for Promoting Chinese Medicine Culture; and Mr. Lam Sze Chung from the Food Charity Foundation joining the discussion.
Ms. Kwok pointed out that promoting the internationalization of Hong Kong's cultural tourism must leverage "Tourism+" thinking to achieve horizontal expansion and synergy. For instance, "Tourism + Sports" could integrate inclusive sports for persons with and without disabilities; "Tourism + Culture" could deepen intangible cultural heritage experiences; "Tourism + Food" could create themed routes like the Kat O Hakka Banquet; and "Tourism + Study Travel" could utilize the resources of the Greater Bay Area Research Institute to develop in-depth cultural courses.
Professor Zhang Qin proposed from an international perspective that for Hong Kong to elevate local festivals into international events, it should not merely pursue scale but emphasize their "unique narrative of inclusion." She suggested referencing the model of simulated UNESCO Youth Summits, allowing youth to directly participate in cultural tourism project design and disseminating Hong Kong's inclusive practices internationally through platforms like UNESCO.
Participants reached a consensus that cross-sector collaboration requires establishing regularized mechanisms, including: setting up an "Inclusive Cultural Tourism Promotion Platform" composed of government, business, and social welfare organizations; encouraging enterprises to incorporate inclusion indicators into Corporate Social Responsibility (CSR) evaluations; and leveraging digital platforms to globalize the stories of inclusive cultural tourism.

At the end of the symposium, representatives from the organizing and co-organizing institutions unanimously agreed that Hong Kong needs to elevate inclusive cultural tourism to a urban development strategy, moving from "assessment" to "optimization," from "advocacy" to "action." Specific steps include: accelerating the formulation and publication of roadmaps for upgrading accessibility facilities at major attractions; encouraging cultural tourism projects to apply for international inclusion certifications; and establishing award schemes to recognize institutions and communities demonstrating excellence in inclusive practices.
As the seventh-term Legislative Council draws to a close, this symposium transcended mere policy discussion, resembling more a cross-party, cross-term letter of commitment for inclusive cultural tourism. As summarized by moderator Councilor Kwok Ling Lai, "Hong Kong's story is both that of an international metropolis and should belong to every individual. Letting inclusion become the most moving chapter of our cultural tourism is the best gift for the next generation."
With the shutter click of a group photo, the two-hour symposium concluded successfully. However, the practical path for Hong Kong's cultural tourism towards "Inclusion" and "Internationalization" has just begun from the Legislative Council, extending to every corner of the city.
