Stop 2: The Mills

Following the joint establishment of the SEN Focus Group by GBA Micee and MICEE Tours, we officially launched the "Hong Kong Inclusive Cultural Tourism Assessment Project" at the end of October. Based on the United Nations Sustainable Development Goals (SDGs), we continue to assess attractions listed by the Hong Kong Tourism Board that have received the UNESCO Asia-Pacific Awards for Cultural Heritage Conservation. The project aims to allow persons with special educational needs (SEN) to understand the accessibility facilities and visitor experience friendliness of these attractions through firsthand experience, and to advocate for and raise awareness about tourism equality for the SEN community.

The SEN Focus Group conducted its second assessment on November 2, 2025, selecting The Mills in Tsuen Wan. We assessed the restaurants within the attraction, The Mills guided tour service, and the permanent exhibition at CHAT (Centre for Heritage, Arts and Textile).

After assessment, we believe that The Mills' environment, which blends old and new across different eras, vividly showcases Hong Kong's textile history from the 1950s to the 1990s, along with its unique combination of modern aesthetics and pet-friendly spaces. The Mills provides relatively comprehensive barrier-free facilities, and staff are able to offer timely assistance, such as providing audio guides, tactile guide paths for visually impaired persons, and elevators. As the second barrier-free assessed attraction, The Mills is highly recommended and worth visiting.

Introduction to The Mills and CHAT

The Mills was established in 1954 as one of Hong Kong's early representative spinning mills. It experienced Hong Kong's industrial golden age, once leading the local industry in both output and scale, witnessing the prosperity and decline of Hong Kong's textile industry. With changes in industrial structure, The Mills ceased operations in 2008 and began revitalization in 2014, transforming into a cultural, creative, and tourist attraction that has become an important landmark integrating heritage conservation, cultural exhibitions, and creative industries.

CHAT (Centre for Heritage, Arts and Textile) is an important exhibition hall within the revitalized The Mills, primarily showcasing the history and culture of Hong Kong's textile industry. Its rich content includes the preservation and restoration of the original factory structure, displaying historical industrial production scenes and workers' lives, and presenting the development history of Hong Kong's textile industry through multimedia and multi-perspective exhibitions. Additionally, the exhibition hall combines modern display techniques to present innovative designs and craftsmanship, allowing visitors to experience the integration of traditional industrial historical value and modern creativity.
